By people who are lost preflop, yes, this is actually common. My guess is at the level you are at (buy in?) that it's not as common though.
I fold pre as well, but I'm interested in likely ranges for villian here. Such a massive overbet seems like some scared overs that just want the pot but it could be mid pairs like 66,88,99 trying to "shut you out" as well I guess.
