What I generally do is bet pot if
1) I have the best hand
2) I have the best hand and want to build the pot (you want to play big pots with big hands)
3) I have an OK hand that I think I can take the pot down
On the flop, I don't think too often you want to bet less than the pot. For me, it's usually either check or bet pot.
