private companies are much harder to go after. They don't have to provide information on their ownership and other things. For a company like click2pay, the US would have a very hard time doing anything without help from the country where click2pay is based.
The common theme in every single arrest so far is the companies were public. They have to make so much information public, it's much easier to arrest people.
Private companies are a different story.
All the info on Neteller the FBI had was straight from public disclosures made by neteller.
