I don't know if Barry said that, but it's not the case. ESPN knew they couldn't broadcast hi/lo games primarily because of lack of comprehension from the masses. Between cutting out eights-or-better and switching to a non-eights-or-better omaha format, or going to NL Hold'em, they decided the latter was the lesser evil.
