A misleading question, and not enough information to answer.
The guy making little may have a very high net worth.
The guy in the top 5% of all wageearners may have no net worth and in fact, substantial debt.
Rich in the USA is 10MM or more liquid, not simply a high income.
Income does not automatically imply wealth. There are many households earning 200K+ with serious consumption habits and little or no true wealth.
