The turn's a definite call.
In practice, I'd pretty much always raise the river, but if the limper's likely to be playing extra tight, I guess something like 87's not very likely and that hand may well check the river. I don't really see a TAG limping TT or better here either. Given the action, you're probably against a boat at least 50% of the time. So yeah, this should just be a call.
