This happens quite a bit, even if a starting QB doesn't get hurt.

One reason for this is that the team that dominated the first half doesn't need to dominate, or even win, the second half to win the game.

They can play to eat up the clock and, pull starters to rest for next week and avoid injury, etc.

Plus, the team that is down at half time is going to have to be more agressive and gamble on some bigger plays.
