So are you saying you don't want me to be the guy who gets to decide what the language means and what the framers intents were? Perhaps that's a good thought, though; since I don't ever read books, perhaps I'm not the best person to handle such a job.

But if not me, then who? Maybe it could be more than one person? Perhaps a whole group of people? Which group of people would you entrust?

Fill me in here. I obviously don't read these strange things you call 'books' so I'll need your wisdom in discerning who should get to decide such things. I invite AlexM to answer this question as well.
