Booo, this is w/t. He plays these all the time and is within his bankroll (which would be the same as a $10 tourney to me). He wants to take 1st and to do so he needs all the chips in the tournament. W/ the overlay it is an instant call because he could be crushing you, or flipping w/ you and at worst only 30% against you. If he's doing this in a lot of MTT's (which he should, it's +EV) the times he comes out ahead he is prime to start opening up his game and stealing tons of blinds to make it to the FT. This is pretty basic.
