Let's assume it's a two hour tournament. It think a reasonable minimum of $20 (between both players), that's $10 an hour on top of other compensation.
This example also shows why small buyin single table b&m tourneys are silly. First, the dealer should be making closer to $20 per hour in tips at a ring table. So why would a dealer want to deal one of these? Secondly the tourney you described is really a $32+$13. 30% of your buyin goes to the house. That's ridiculous, try overcoming that rake even against the worst donks.
Why not make it a $62+$13 ($75), or higher? The house makes the same money, your rake is less than 20% so it's more money for players to win, and it's easier to tip the dealer a decent amount.
