The main issue seems to be what is the capping range of a 60/25 who is capping for the first time in 6 opportunities?
The secondary issue is does he play a PP this way, and does he call it? I say yes and "fairly likely".
If you choose not to bet this river, you are basically saying he does not have a PP lower than the board, and the flop peel becomes suspect (metagame aside).
Edit: Or conversely, or course, you derive Victor's line.
