Maybe I missed it because I didn't read all of the responses in full. But I think a reason for this could be selective breeding. I mean most guys are more apt to have sex with women who have bigger breasts. More sex leads to more babies. And these new babies inherit their big breast genes from their mothers. Eventually the smaller breasts will get weeded out.
