I would love to see how that $50 million dollars is spent. It hard to fathom spending that much money to tell adults not to have sex.

I also wonder if there's any chance there could be any effect? I wouldn't be surprised if the effect was something like 50 adults who would have had sex didn't... spending $1 million per adult who now waited.
