Default NLHU: He only minbets/minraises

The table at my $.50/$1 NL broke up, leaving just me and the fish that I had been targeting. VPIP > 50% with lots of minraising and folding. 5 hands into our HU match he chats "how do I go all in?" At this point I realize that the minbet/minraise wasn't a "tactic" - he simply didn't know how to use the betting slidebar/textbox.

I decided to tell him, in part to be a nice guy (feed the fish), and in part so he could donk-push with TPNK. Unfortunately, he wasn't able to figure it out. So here's my question. How do you beat the rake against a scared/fishy villian who bets .50 at a time?

(My results after 50 hands were $7 to me and $14 to the rake)
