First of all: Reload! You always want to have a full stack.
2nd: this isn't a set, but trips which is a weaker hand because it's much more obvious and other people can have you outkicked (not here off course).

You need to raise way more on the flop, at least to 5. After that the turn is an easy push.

You're ahead of a flushdraw. It's never risky to get your money in when you're ahead. If by "risky" you mean you'll loose a certain amount of the time, sure, but that's poker.
