Small donk bets like this mean:

Weakness (flush draws in particular)
Monster (look at me, I'm slowplaying!)

Weakness is far, far more common. However, players tend to stick to one or the other. ie: If you see someone betting like this with a weak hand, this bet from them means "weak hand" virtually always. If you see someone bet like this with a monster, this bet from them means "monster" virtually always.

Unfortunately, you can't be completely sure until you see a hand (or they fold to a reraise) but going at this blind I'd say it's 80/20 weak vs monster.
