Strict Ruling: String bet, you aren't allowed to announce a call and then a raise, you must either say "I raise" or put the chips out (all in one fluid motion).
Home Game Ruling: It really depends on how friendly the game is and what everyone expects. If everyone expects a friendly game and he's a fish feeding the game, he can piss on the table and it's cool. If you're trying to run a professional game, then it's a string bet.
Cliff's Notes: It's against the rules, and barring a situation where everyone is ok with it, it should be disallowed and kept to a call.
