When you're doing a freeroll that is being funded by the casino and not by the players, you can do what you please. But it would be polite to make it clear upfront all of the possible ways folks can get into the tourney.
Hypothetically, if Venetian today decided to give away 1000 freeroll entries as part of some grand promotion, and give away 300 more entries to celebrities, the folks who've put in their 150-200 hours would have legitimate cause for complaint. You've suddenly greatly watered down the value of the hours they put in. It's not that Venetian couldn't do this, it's that it should be clear upfront before people have invested their time playing at the casino.
Now... "freerolls" that are funded by the player's money from the $1 badbeat/highhand/whatever drop should NOT get to do what they please with the tournament (Stations, Harrah's WSOP entry freerolls, whatever). The money belongs to the players, not to the casino, and it needs to be returned to the players who put in the hours, not used by the casino to fund promotions.
