I think Bodog caps at a per race win total. I haven't bet horses at Bodog in a while but I think there is a max payout of $10K per race at a track like Ellis (higher for bigger tracks).

I found this table of track takeouts a while back. I have no idea how current it is. But 14% would be near the best for Pick-4 (Ellis Park not withstanding...)

I use 5dimes for horseracing. I funded it with moneygram. They added the $9.95 cost back into my account.

Main reason I use it is because they pay 10% over the track payouts on the major tracks....
