Yeah, whoever brought up the idea first gets a penalty.
If it was 2 people pushing the idea give them both a penalty.

If they complain that others were 'in on it too' and deserve a penalty also...

I think that's a really fair rule by the TD.

Just don't do whatever it was that was done yesterday, even though you don't know what that is, and you won't get a 30-minute penalty.
