No, it doesn't matter. There are almost no candidates, Democrat or Republican who have declared themselves in favor of regulated online gaming. Most are hedging their bets and saying they have not...

The ISPs would want to avoid prosecution under the old wire act which makes it illegal to facilitate a gambling transaction (originally over the phone, but likely would apply to the internet).
