I'd bet ~12 on the river. Unless he has a flush draw he has played this hand very bad. I would guess he has 99/TT or a busted flush draw here if I was forced to but that may be giving this guy too...

I'd pop it to ~$2 pre-flop and make a bigger bet on the flop. I couldn't hit the call button fast enough if he went in on me at that point.

I see nothing really wrong here. You could have repopped all-in on the flop. No reason not to if you believe your trying to avoid a heart. Obviously his stats play a big role in this type of play....
