In my very uninformed opinion, the guy with the best hand wins. Cards speak and everyone saw them. Goes double if they are easily identifiable in the muck.

As far as the ruling I know it can't take into consideration how good the guy has done. But it does suck for the other people at the table. I know his cards are random regardless of where he is...
