i don't think you can call unless you think your 9 is good some of the time (which it probably is). i posted a hand similar to this one recently, except i didn't have a pair. this is probably closer...

i'm also not a fan of coldcalling pre, either. it makes your hand somewhat transparent and allows your opponent to outplay you easilly. you can cc if you prepared to c/r shove some flops, though.
