I don't think villain is folding any part of his range to a shove. He has nearly 70% of his stack in the pot. He's probably betting small to entice a call given great odds, before an even worse scare...

Nicho,

Shoving/raising will "extract the maximum" against top pair hands (and hands that beat you, but I assume you are not folding this no matter what). I don't think there is much difference...
