No, I was thinking the flop raise would get the CO to fold a GSSD, which it may have. Sry, should have been clearer...

It probably is partially due to variance because if you are even a mediocre player (i.e. don't play 75+% of hand preflop) at PS .02/.04 you are +EV. But your pocket pair example makes me wonder if...
