I think in this case it is very important to know your opponent. Is UTG+1 a kind of player who plays his pocket pair like a donk? Or is he aggressive post-flop? Normally pf raiser bets to any flop....

I think calling the turn was correct. If I was villain here, I'd check/raise with any big diamond or a nine. And in similar cases if I were you, I'd call the river too.

I think you should bet/fold this turn. If villain calls the turn bet, do not bet the river, because obviously he is not going to fold.
