You can have quads two ways.

1) Pair in your hand and 2 on the board.

I think it's better to bet half the pot in those situations(for the most part, individual situations may change), as in most cases this will give you the same amount of information at a cheaper price

Unless you're getting 5 to 1 odds or better (with the odds of catching a 2 on the flop approx 7 to 1), I'd say you're not getting the right odds, since more than likely if you don't hit a 2 you're...
