That low with blinds that high he is likely going with any ace any pair any suited connector to try and squeeze chips. Its his spot to move or blind out. Sensible to just call here.

I would only be raising there if you are going to continue regardless of the flop. Or if you are comfortable with losing that 250 if an ace shows up. Im in favor of continuation against known weak...
