That is the goal of steps. If they offered a 6-max winner take all, that's one thing, or a 9 max with 3 re-dos...

Note that Step 6 is 18 entries for 3 Atlantis spots, all of the other steps are 9 entries. Its not mentioned in the diagram, but obvious if you add up the direct entry $$$'s
