i dont see how he would call an all on the river if you thought he was going to check fold on the turn. I would bet this turn and hope he does have a queen or has a pocket pair and comes over the top...

you could be up against higher set but I don't see why AA or KK would not make that reraise. 9 10 seems unlikely as he is raising UTG. I would just push and if has a higher set then its just bad...

i think villin probably has A4 suited since loose passive. he's not afraid at all of the flush draw possibility and wants a call with his mini raise but once you reraise he realizes you have 2 pair...
