We had this issue in an older version of our software - it affected the IHH only, not anything server-side. Have you updated to the latest version of PokerStars?

Do you use Windows Vista?

If so, make sure you accept the UAC prompt when you start PokerStars. If you're not getting this prompt, remove any shortcuts you have to PokerStars, and reinstall.

You only need to run PokerStars as an administrator, not your entire OS. Indeed you should rarely run your entire OS as an administrator if you can help it.
