sounds like a random hand with an 8 in it, i doubt he has J8 he would have probably check raised on the flop...i would usually get it in, but these type of strange lines usually indicate super...

villian is very loose pre flop, calls almost anything pre with any two cards. tightens up a little post flop, but still incredibly loose. call station type but definitely takes...

this is a for sure bet on the turn in my book, a check only allows him to draw for a flush or at a straight with QJ or both...theres no value in checking because if he misses hes not paying you off...
