It all comes down to what range you allocate to his shove.
If you think he does this with JJ+, AKo and AKs (which is the range I give most TAGs)then fold.

Bet more on the turn.
Calling is terrible because of stack sizes and actions on the river if he is drawing so you are left with shoving or folding.
At 100NL I think you can fold here pretty...

Bet turn > Bet river as getting raised on this river would really suck as we have underrepped our hand. On top of this betting turn gives our double...
