You really have to raise this. He almost never has a 9 or 2, and he is not value betting anything. The raise has several reasons. He probably has a missed hand and thinks this is a good spot to bluff...

This looks ok to me. You could raise the flop to find out where you are, when you didn't do that; calling the turn looks ok. Don't raise the turn. But this play is highly read dependant...
