If the guy is truly passive you should fold. You aren't good enough times to make it a profitable call.
If he's bluffing or raising a worse hand here 13% of the time or more it's profitable.

I think you are rarely good when the river gets bet, but I think I probably play it the same.
You could donk the turn or the river and fold to a raise, but that said, getting to show down cheaply...
