Yes. The one time $5 fee for upgrading to Select only increase your limits.

I play a little now and then I used to play at PartyPoker but all the Americans leaving and a couple of bad experiences with CS made me move to PokerStars and so far I've been happy.

You can only withdraw using the Electron card outside the US and via a wire transfer but the amount has to be over $5000 and there is a $50 fee.
