hand 1 I check and expect to win maybe 30% of the time. But I don't raise turn without read either.

I woud power through with flop 3bet and turn bet if BB could fold a low pocket, an 8 or a 3. Chances are he has a worse draw too.

If I was BB I would bet/fold the river often enough to make this...

I would call the river. If I was SB, I would almost always check the river to c/c or cr. I think it's usually a mistake for SB to bet here.
Do you usually play the flop like this, i.e call and pop...

Clarification:
Opponent is NOT loose passive, he is semi loose semi passive. If he really was loose passive my line would be flop bet, turn bet, river check/fold.

CO is a tight player. He's 20/13/2 but a small sample size, 71 hands. Judging from what I've seen him raise with he's probably not a rock. I've been running very hot at the table.
