You're looking at the EV of the entire post-flop line from the moment villain raises you.
This means that you need to see everything you plan to do after being raised as one move and hence as one...

Villain is pretty passive throughout the hand, only making a weak flop bet when checked to, which could mean anything without reads.
A river shove means you're betting 13.15 to win 25+13.15=38.15...
