It looks to me like an allin bet at first, but then again do you wanna risk a lot of chips on 77 and this small pot?!?
If the table is passive why not just call the allin and hope they all see...

I would fold. A Minraise is begging for action or hoping to hit a monster and extract the most possible. So fold preflop or look at a flop cheaply and dont stay or bluf if you dont hit!
