As I see the 3rd party entrance issues, it seems that pokerrooms that banned US players are allowed to and all others not. Nothing in between.

About Harrah's refund policy i agree with CincyLady....

They don't cash you, you win a package and you have to complete pre-registration and a booking form, supplied by party to confirm the details of the wsop seat.
It's possible to coordinate a transfer...
