No, I agree with your line. Although his bets are quite small, it still looks like a made hi hand to me i.e. 2 pair is not quite good enough to call, despite the pot odds.

You have a "good but not great" hand that is perhaps even money to be ahead on the flop, so you need to find out where you are with a bet. Check-raising/calling would just be speculation.

I think it is better to check the flop. Then you either get the opportunity to check raise all-in, or a chance to hit one of your draw cards.

The bet effectively "wastes" the draw by getting you...

I agree that you cannot fold here with such good draws. I think the question is whether to call the turn raise, or move in; this may determine whether the CO and/or Button calls.
