Yep, it's pretty normal.
Think this way: Take a couple of big pots lost with AK and turn them into winners. You could raise your results to about -$9, almost breakeven. And that's just two pots....

Numbers don't lie, of course, the optimal bluffing frecuency makes our opponent indifferent (zero EV for him), it doesn't matter if he always calls or always folds (in the nuts-or-nothing situation)....

It's more complex than that. The classical example of optimal bluffing frequency (a river bet) assumes that you have nothing or the nuts, so we bluff 1/(pot+2) of the time to avoid being exploited...

If he's solid TAG, I'd fold. He has a very tight capping range 3-handed ~(TT+,AQs+,AKo), the only logical hands we beat are AQs/TT, and they are probably checking behind.

Raising the flop for a free card is bad IMO. Third player is nearly all-in (we don't need to protect or buy outs cause if he has something he'll call a raise anyway) and BB may re-donk the turn, also...

I fold preflop in the HJ in 3/6.
This type of player can 3-bet weird hands sometimes, but 88+,AQo,AJs+ is OK. And he is probably not folding any part of his range because he's passive fishy type....
