Any user may ask a mod to temp ban them. There is one user who likes to post for a couple days at a stretch and then PMs me to ban him for the rest of the month. I suppose two parties could agree...

Yes, there's a reasonable chance, but you'll have to negotiate with the prosecutor. Judges don't like people who skip out on jury duty, it makes their job harder. You can try calling the prosecutor...
