I fold pre-flop and I don't get the turn donk. I'd prefer a donk bet on the flop to get him to call down if you think he will likely get suspicious or wait for the river to make it look like you...

I would call the flop raise and not put in any more raises unless I improved. This is a small pot. You want to encourage people to bluff and it really doesn't matter if he takes a free card.
