When he bets that turn he has a hand because the J and Q might have paired him and if not he has like 9 T / K T / A K. Lower pocket pairs usually would check that turn plus gutshots too. Turn c/r...

Calling to rep an A is ok I guess but once he calls your turn raise the river seems spewey.
Also I'm not sure I'd raise the turn once he bets again.

We want him to fold and he probably won't. A flop c/r can get very messy.
C/C flop forces him into bigger mistakes on the turn if we lead the turn improved.
I think passive is the way to go...
