Probaly like 2.25 on the flop.

Shove the flop is sick bad.
I sometimes just call the turn and push any river. If he is on a bluff let him continue, and there isn't really any draws on the flop he could be raising with.

1. He almost always has either AK or AA, way more combinations of AK, so i like.
2. UTG's actions scream set. Limp-call from UTG, cold call on the flop. IMO this a set like 90 % of the time....

I often fold preflop (or 4 bet). I hate cold calling 3-bets, because the original raiser gets to act again.
This 3-bet is pretty small though, so call might be good.
I might bet the turn....

River: you are very likely to have the best hand. Villain probaly has Tx. I can't see him call much with a worse though, unless he hes 8-10 or 9-10, so i probaly...

Preflop is fine. You might even make it 1, but this is okay.
The flop is a very easy check-fold though. Against 3 players, someone always has a piece here.
