Sure, but "sometimes" isn't "often." If you want to include KK/AA in your range, then go ahead. But I'd recommend you discount them at least somewhat.

I disagree with folding. Your 3-bet puts you past the commitment threshold, as you've already put in almost 15% of the effective stacks. Push and enjoy some high variance.

Against a 90/21, you should be felting your rockets as fast as humanly possible. Raise larger on the turn. Give it some real meat, maybe make it $1.00 to go. Jam the turn.
