I think your ranges are too narrow. UTG is actually CO-1 & so to shove over him I put COs range nearer 99+/AQ+ & thus JJ is an overdog so I call.

Basically I hate bet/calling & I hate bet/folding whilst I think checking has pretty decent implied odds versus 2 players on this board...

Raise preflop. Being seen as very active is even more of a reason to raise & be happy to call a shove, because you'll get played back at by more worse hands than normal and raise/calling/losing to...
