I think preflop can go either way depending on reads and how you want to play against this particular guy. There are strong cases for both calling or re-raising.

I'd bet closer to the pot on the flop. He might be interpreting your 2/3 pot bets as weak uncertainty about your hand.
I think I'd make the hero call here and snap him off. This is a great board...

But I cannot stand playing KQo out of position. Nothing good ever comes from it.

If it's a rebuy tournament and you plan on rebuying later, I think pushing all in is something to consider.

PT stats notwithstanding, I think a call here is +EV. SB could be attempting to be sneaky with a lone Q here, and I think calling shows a profit often enough.
